A property owner, who seeks a short-term vacation rental license should contain all documentation requested in city code 117.50 as amended.
Definition
Single room, dwelling unit, an allocated space, or a portion thereof within the primary structure, separate and segregated from that portion of a residential unit occupied by the owner, in a residential zoning district offered for rent for a period shorter than thirty (30) consecutive days to any person other than a member of the owner’s family.
Primary residence
Needs to be lived in for at least nine (9) months out of twelve (12) month period.
License valid for one (1) year and subject to renewal (terminating December 31st following its issuance).

Documents needed
Affidavit affirming applicant will abide by rules and regulations governing short-term rental/vacation.
Evidence that it is primary residence:
Site drawing showing required parking spaces or area
Interior drawing or plan showing location of sleeping rooms, bathroom, smoke and CO detectors and exit paths
Number of sleeping rooms and bathroom facilities available in entire residential unit
Written confirmation from owner will not be providing or serving food (other than prepackaged as specifically authorized herein)
Proof of insurance policy showing general liability insurance policy in the amount of $1,000,000 per occurrence and a minimum of $2,000,000 per aggregate
Rental compliance
Maintain at all times when renting property a general liability insurance policy in the amount of $1,000,000 per occurrence and a minimum of $2,000,000 per aggregate
No rental or advertisement for rental for a period of time shorter than twenty-four (24) hours
No rental may provide food or beverage to any guests with the exception of pre-packaged food and drink
Rental subject to inspection by staff members of Fire and Building Departments. The act of applying for and accepting a short term vacation rental license pursuant to the provisions of Chapter 117 shall be considered consent to the powers of entry of inspection.
Rental shall meet the city and state fire marshal’s requirements for one and two family dwellings
Manual extinguishing device/equipment shall be provided on each floor in accordance with NFPA 10 – Standards for the Installation of Portable Fire Extinguishers
Trash containers shall be metal and all combustibles or flammable liquids shall be stored in approved metal containers. No combustible storage in or under stairways
No cooking facilities shall be permitted in guest rooms
Hallways and stairways shall be adequately lighted
No portable heating devices shall be permitted in guest rooms
Smoke detectors and carbon monoxide detectors shall be provided in each guest room
Plans for escape in case of fire shall be posted in all rooms that accommodate guests and all other public rooms on premises
Register in which name of every guest and arrival and departure dates.
Every rental shall post in a conspicuous place name and telephone number of owner
No more than two adults per stay
Access to and from each bedroom shall be accomplished without passing through any other bedroom. Bedroom doors shall have locks to insurance privacy.
At least one accessible bathroom available that complies with Section 400.320(g)(5) and (9) of the Illinois Accessibility Code.
Kitchen rental or use by guests require area, dishes, cooking utensils are to be cleaned and sanitized between guests and all food and beverages shall be discarded.
Change supplied bedding linens and towel at least once a week and prior to renting.
Provide soap, shampoo, clean bath cloths and towels, clean bed linens.
Rooms in which guest are accommodated shall be cleaned and sanitized before each new rental
No additional visitors while renting
Comply with Illinois Bed and Breakfast Act at 50 ILCS 820/1 et seq.
